Investigations are the second big responsibility of the police chief, after crime calls. Unlike those, investigations do not have a response timer and are answered by your detectives instead of your officers. Solving an investigation takes significantly longer than a crime call and requires more involvement from the player.
The initial investigation call can be answered by as little as one and as many as eleven detectives. The first detective is considered the lead detective and cannot be removed from the case. Once your detectives have arrived at the crime scene, you will get a message indicating the start of the investigation and allowing you to access the investigation view.
Once started, the investigation can be accessed via the investigations menu which also allows you to assign detectives from your other shift to the case.
Investigations are solved by recreating the events of the crime through snapshot frames that are produced by the detectives assigned to the case. The first and last frame are given to you at the beginning of the investigation and typically depict a scene before the crime and the aftermath, leaving anything in between to be uncovered.
On any day where one or more of your detectives have been working on the case, you will get a report two hours before the end of the day (midnight for most of the game), usually with up to three new frames found by your detectives. There are roughly twice as many frames that can be found than actually belong in the sequence, so even if you have enough frames to fill the sequence, you might still be missing some.
Clues and witnesses
At the beginning of an investigation you get up to five clues or witness reports. While both are important in the recreation of the crime, the latter are sometimes unreliable or even involved in the crime themselves and will try to throw you red herrings. These are the exceptions but it pays to remain skeptical.
Although it is not common, detectives can die during particularly dangerous investigations. An investigation where all detectives assigned to it are either fired or dead is an automatic failure. If the case was investigated in a gang context, you will also be unable to investigate the gang any further.
After a sequence is solved, the suspect or suspects will be identified. At this point, one or more arrest markers will appear on the map. You now have four days to arrest all suspects.
The arrest is performed by exactly two officers. The lead detective will automatically assist the arrest if he is at the police station. While an arrest can be performed without the lead detective, the suspect gets a 33% escape chance before the arresting officer's job points are even taken into consideration.
For particularly difficult arrests or when sending a particularly weak team, the SWAT team can also be sent to assist the arrest, providing the usual SWAT bonus. Unlike crime calls, your officers, detectives and civilians cannot die during an arrest, however the offender can still escape.
Upon arresting all offenders, the case will be closed, and all detectives who were appointed to the case at any time will receive a boost in professionalism, the lead detective is rewarded 100 points for closing the case. If the case was part of an investigation into a gang, you will be able to start investigating the next member right away.
