The Dentist was a serial killer that persisted throughout the United States, and repeatedly eluded the Federal Bureau of Investigations. A copycat of the Dentist is the tertiary antagonist of This Is The Police. Another copycat, Jan Ginzburg, is mentioned in Rebel Cops.

For years he had disappeared, until there was a murder in Freeburg that fitted the Dentist's MO - the assailant disguised as someone else visiting the victim, who was then struck with a knockout blow by a weapon, then restrained on the bed, asphyxiated, and then finally had her mouth drilled out. Agent Ethan Palmer of the FBI headed the investigation in Freeburg, but the dentist privately insisted to Boyd that Boyd chases down the dentist discretely, without including the feds, otherwise he would disappear again.

It is later revealed that the real Dentist had actually retired in Freeburg, and even died of a heart attack while relaxing on the Beach. The currently active version of the Dentist was instead a woman coerced by Eugene Chaffee to assume the role of the Dentist and murder women that were raped by Mayor Rogers to cast suspicion on him, as well as have her caught by the FPD, in order to get praise put onto Jack, and him in turn to be more lenient to work with Chaffee.
